Priority setting in health care means making distributional decisions, which inherently involves limiting access to some health services. Public health ethics involves many ethical principles like efficiency, equity and individual choice, which are frequently appealed to but rarely analysed. How these concepts are understood and applied impacts on healthcare planning and delivery policies. This article discusses findings of a research study undertaken in the context of the Iranian health system in which two main ethical values appear to be operating: equity (...) and personal choice. It asserts that the pro-market perspective, driven by individual choice appears to be dominant as it is influenced by the powerful medical profession. This is despite egalitarian intentions proclaimed in the Constitution and the majority of national laws. The study argues that the market influence in healthcare priority setting is unlikely to diminish because of weak implementation of existing laws. In conclusion, the article suggests that the private health sector could help to achieve the state’s proclaimed egalitarian goals only if new regulatory systems and new systems of governance are implemented. Such measures should be aimed at monitoring and controlling the performance of the private sector, to better manage and harness its capacities. (shrink)

Heisenberg'sgendanken experiments in quantum mechanics have given rise to a widespread belief that the indeterminacy relations holding for the variables of a quantal system can be explained quasiclassically in terms of a disturbance suffered by the system in interaction with a quantal measurement, or state preparation, agent. There are a number of criticisms of this doctrine in the literature, which are critically examined in this article and found to be ininconclusive, the chief error being the conflation of this disturbance with (...) the projection postulate. We present a critique of the disturbance theory based on the fact that the required disturbance will in general depend on the interaction time of the system and state-preparer. This point is exploited in the construction of a spin-interaction model which acts as a counterexample to the disturbance doctrine, while remaining faithful to the spirit of Heisenberg'sgedanken experiments. Several consequences of this result are discussed. (shrink)

In a comparison of the principles of special relativity and of quantum mechanics, the former theory is marked by its relative economy and apparent explanatory simplicity. A number of theorists have thus been led to search for a small number of postulates - essentially information theoretic in nature - that would play the role in quantum mechanics that the relativity principle and the light postulate jointly play in Einstein's 1905 special relativity theory. The purpose of the present paper is to (...) resist this idea, at least in so far as it is supposed to reveal the fundamental form of the theory. It is argued that the methodology of Einstein's 1905 theory represents a victory of pragmatism over explanatory depth; and that its adoption only made sense in the context of the chaotic state state of physics at the start of the 20th century - as Einstein well knew. 'Correlations without correlata' is an influential way of thinking of quantum entanglement as a form primitive correlation which nonetheless maintains locality of quantum theory. A number of arguments have sought to suggest that such a view leads either to internal inconsistency or to conflict with the empirical predictions of quantum mechanics. Here wew explicate and provide a partial defence of the notion, arguing that these objections import unwarranted conceptions of correlation properties as hidden variables. A more plausible account sees the (...) properties in terms of Everettian relative states. The ontological robustness of entanglement is also defended from recent objections. (shrink)

Skepticism, Relativism, and Religious Knowledge shows where responses to skepticism and relativism by Karl Barth and Reformed epistemology have led to impasses, and reconstructs their insights in a more robust response that does not depend on making excessive claims about our epistemic capacities. This response is based on a more nuanced conception of the relationship between trust, doubt, faith, and reason, and a Kierkegaardian perspective on religious knowledge that stresses the role of the will and the intellectual and theological virtues.

Is there really an ethical crisis? We propose that the situation is not as bad as many would have us believe. We have attempted to present an alternative explanation for some earlier reports of an ethical crisis. This has resulted in a number of research propositions. We are optimistic that there are, in spite of reports to the contrary, an overwhelming majority of ethical people populating our business community.

From March to September 2020, researchers working at a biomedical scientific campus in Spain faced two lockdowns and various mobility restrictions that affected their social and professional lifestyles. The working group “Women in Science,” which acts as an independent observatory of scientific gender inequalities on campus launched an online survey to assess the impact of COVID-19 lockdowns on scientific activity, domestic and caregiving tasks, and psychological status. The survey revealed differences in scientific performance by gender: while male researchers participated in (...) a larger number of scientific activities for career development, female researchers performed more invisible scientific tasks, including peer review or outreach activities. Mental impact was greater in researchers caring for children or dependents, and this was aggravated for women. Results spot a disproportionate impact of COVID-19 lockdowns on female scientific career development, and urges for equity measures to mitigate the consequences of an increase in the gender gap in biomedical sciences for current and future pandemics. This paper introduces the axiom of Negative Dominance, stating that if a lottery f is strictly preferred to a lottery g, then some outcome in the support of f is strictly preferred to some outcome in the support of g. It is shown that if preferences are incomplete on a sufficiently rich domain, then this plausible axiom, which holds for complete preferences, is incompatible with an array of otherwise plausible axioms for choice under uncertainty. In particular, in this setting, Negative (...) Dominance conflicts with the standard Independence axiom. A novel theory, which includes Negative Dominance, and rejects Independence, is developed and shown to be consistent. (shrink)

This article explores gender inequities and sexual double standards in teens’ digital image exchange, drawing on a UK qualitative research project on youth ‘sexting’. We develop a critique of ‘postfeminist’ media cultures, suggesting teen ‘sexting’ presents specific age and gender related contradictions: teen girls are called upon to produce particular forms of ‘sexy’ self display, yet face legal repercussions, moral condemnation and ‘slut shaming’ when they do so. We examine the production/circulation of gendered value and sexual morality via teens’ discussions (...) of activities on Facebook and Blackberry. For instance, some boys accumulated ‘ratings’ by possessing and exchanging images of girls’ breasts, which operated as a form of currency and value. Girls, in contrast, largely discussed the taking, sharing or posting of such images as risky, potentially inciting blame and shame around sexual reputation (e.g. being called ‘slut’, ‘slag’ or ‘sket’). The daily negotiations of these new digitally mediated, heterosexualised, classed and raced norms of performing teen feminine and masculine desirability are considered. (shrink)

There are many familiar theorems whose proofs use methods which are in some appropriate sense substantially more "abstract" than its statement. Some particularly well known examples come from the use of complex variables in number theory. Sometimes such abstraction can be removed - for example by the "elementary proof of the prime number theorem" - and sometimes no appropriate removal is known. The interest in removing abstraction typically varies, with no agreed upon criteria for appropriateness. Virtue epistemology is among the dominant influences in mainstream epistemology today. An important commitment of one strand of virtue epistemology – responsibilist virtue epistemology (e.g., Montmarquet 1993; Zagzebski 1996; Battaly 2006; Baehr 2011) – is that it must provide regulative normative guidance for good thinking. Recently, a number of virtue epistemologists (most notably Baehr, 2013) have held that virtue epistemology not only can provide regulative normative guidance, but moreover that we should reconceive the primary epistemic aim of all education as (...) the inculcation of the intellectual virtues. Baehr’s picture contrasts with another well-known position – that the primary aim of education is the promotion of critical thinking (Scheffler 1989; Siegel 1988; 1997; 2017). In this paper – that we hold makes a contribution to both philosophy of education and epistemology and, a fortiori, epistemology of education – we challenge this picture. We outline three criteria that any putative aim of education must meet and hold that it is the aim of critical thinking, rather than the aim of instilling intellectual virtue, that best meets these criteria. On this basis, we propose a new challenge for intellectual virtue epistemology, next to the well-known empirically-driven ‘situationist challenge’. What we call the ‘pedagogical challenge’ maintains that the intellectual virtues approach does not have available a suitably effective pedagogy to qualify the acquisition of intellectual virtue as the primary aim of education. This is because the pedagogic model of the intellectual virtues approach (borrowed largely from exemplarist thinking) is not properly action-guiding. Instead, we hold that, without much further development in virtue-based theory, logic and critical thinking must still play the primary role in the epistemology of education. (shrink)

Martinich informs the reader that he is “here to praise Hobbes, not to bury his theory”—a task which the author accomplishes with a great deal of literary dexterity (233). The work is chronological in structure with (...) each of the eleven chapters devoted to a specific period in Hobbes’s intellectual and personal development. The reader receives an in depth and well wrought treatment of Hobbes’s earliest years in Malmesbury, including a thorough discussion of his dissolute father and his tutelage in the classics under Robert Latimer. Martinich also goes into detail concerning Hobbes’s student life at Oxford, his lifelong relationship with the Cavendishes, Hobbes’s participation in the Great Tew Circle as well as his decade long exile in France and ultimate return to England. Hobbes’s later years, particularly his fruitless disputes with the Royal Society, are also admirably chronicled.Interwoven with the above is a detailed overview of most of Hobbes’s major and minor works, from his translation of Thucydides in 1629 to Behemoth, published in 1679. Martinich pays close attention to Hobbes’s foundational works in philosophy, particularly The Elements of Law, Leviathan, and De Corpore. The author provides a clear and concise introduction to all facets of Hobbes’s philosophical system and spends time explaining what Hobbes took his project to be; namely the construction of a tripartite Elementa Philosophiae devoted, respectively, to metaphysics/physics, psychology and ethics/politics (118–9). The critical exegesis of Anti-White is exceptional, providing as it does an excellent conceptual backdrop to Hobbes’s mature and considered philosophy of science as found in De Corpore. As such, Hobbes’s philosophical corpus is presented, rightly I believe, as a continuum, by no means seamless perhaps, but nonetheless exhibiting at base a considerable amount of theoretical integrity.As is well known, Hobbes was quite the cantankerous character engaging in numerous professional and, ultimately, personal rows with the great minds of his time. Hobbes’s acrimonious wranglings with René Descartes, Thomas White, Bishop Bramhall, Robert Filmer, Robert Boyle, Seth Ward, and John Wallis all receive their due. The comically churlish debate between Hobbes and Descartes is especially well presented. [End Page 680]Stylistically, Martinich adopts a somewhat pithy approach (e.g., William Cavendish is described as follows: “It was not that Cavendish was unprincipled; rather, his principle was opportunism.” [20]) which, for the most part, is quite successful in keeping the reader’s attention, even when complex philosophical ideas are being conveyed. The work, much to Martinich’s credit, is also punctuated with numerous amusing tidbits such as his listing of the oral exam questions which Hobbes and his fellow students adequately had to answer in order to receive their B.A., e.g., “Whether a new inundation of water [over the whole earth] would be a greater catastrophe than all of it freezing” (13). Hobbes would be happy to know that things haven’t changed all that much.Substantively, a few points are in order. First, as one might expect, Martinich spends a great deal of time discussing Hobbes’s theological views and he is at great pains to paint Hobbes as a committed Calvinist (137–43; see Martinich’s The Two Gods of Leviathan [Cambridge: Cambridge University Press, 1992]) for a fuller discussion of this issue. In all fairness, the author readily admits that his reading is a minority interpretation, but this being the case perhaps more time should have been devoted to discussing the received view, i.e., that Hobbes, if he is not an atheist, is at most a deist and not a theist. Second, Martinich portrays Hobbes’s sovereign as wholly absolute, unfettered not only by the civil, but the natural law as well. While quite correct in maintaining that the sovereign, since he or she (or they), is not subject to civil law, it does not follow that Hobbes necessarily believes that “whatever the sovereign says is law” (50). Context: Distributed language and interactivity are central members of a set of concepts that are rapidly developing into rigorous, exciting additions to 4E cognitive science. Because they share certain assumptions and methodological commitments with enactivism, the two have sometimes been confused; additionally, while enactivism is a well-developed paradigm, interactivity has relied more on methodological development and on a set of focal examples. Problem: The goal of this article is to clarify the core conceptual commitments of both interactivity-based and enactive approaches (...) to cognitive science by contrasting the two and highlighting their differences in assumptions, focus, and explanatory strategies. Method: We begin with the shared commitments of interactivity and enactivism - e.g., antirepresentationalism, naturalism, interdisciplinarity, the importance of biology, etc. We then give an overview of several important varieties of enactivism, including sensorimotor and anti-representationalist enactivism, and then walk through the history of the “core” varieties, taking care to contrast Maturana’s approach with that of Varela and the current researchers following in Varela’s footsteps. We then describe the differences between this latter group and interactivity-based approaches to cognitive science. Results: We argue that enactivism’s core concepts are explanatorily inadequate in two ways. First, they mis-portray the organization of many living systems, which are not operationally closed. Second, they fail to realize that most epistemic activity depends on engagement with non-local resources. Both problems can be dealt with by adopting an interactivity-based perspective, in which agency and cognition are fundamentally distributed and involve integration of non-local resources into the local coupling of organism and environment. Implications: The article’s primary goal is theoretical clarification and exposition; its primary implication is that enactive concepts need to be modified or extended in some way in order to explain fully many aspects of cognition and directed biological activity. Or, read another way, the article’s primary implication is that interactivity already provides a rich set of concepts for doing just that, which, while closely allied with enactivism in several ways, are not enactivist concepts. Witnessness posits a universal ethics based neither on rational mental structures nor on moral principles, but on the extra-rational powers of the imagination. Harvey pursues this ethics by staging a speculative reading of Samuel Beckett's "untranslatable" text, Worstward Ho, alongside Dante's Purgatorio and Primo Levi's The Drowned and the Saved and If This Be a Man. Many of the thirty concise chapters that compose Witnessness are built upon notions whose names (e.g. dimness, lessness) take inspiration from Beckett's unique and (...) precise vocabulary. Harvey explores the particular experience of the witness as recounted in Dante and Levi-for signs of a general, common, and innate witness-like attitude that protects the other and that we see expressed in Beckett's penultimate prose piece. In this new context, the question about "what is human in humans" may end up being answered by geneticists, specialists of technoscience, and owners of biotech companies. The author defends, in this article, the idea that humanity is at risk in our age of genetic engineering, biotechnologies, and market-geared genetic research; he also argues that the values at the very core of our postgenomic era bring (...) to its peak the science-based ideology that has developed since the time of Galileo, Newton, Descartes, and Harvey; finally, it shows that the bioindustry has invented a new genomythology that goes against the scientific evidence produced by the research in human sciences in which life is interpreted as a language. The "four-wave mixer", a laser technique for reversing the motion direction of light waves so that they can be turned around and returned to their point of origin was the subject of my last Alternate View column (ANALOG, June-1985). In this AV column I want to go one step further by examining a hypothetical kind of time-reversed light wave which should actually go backward in time. As we shall see, such backward waves could be used to send information from the (...) present to the past, resulting in a sort of "poor man's" time travel. Recent science fiction novels like Jim Hogan's Thrice in Time and Greg Benford's Timescape have been based on backwards-in-time communication and the situations that might arise from it. In both books a world disaster is averted by sending a message to the past. In Timescape a side-effect of the signalling prevents Lee Harvey Oswald from assassinating President Kennedy, irreversibly altering the course of events after 1963. (shrink)

It was with this bitter intervention from Thrasymachus, occurring halfway through the first of its ten Books, that that work begins to come urgently alive. For the remainder of Book I the Socrates of the Dialogue asks questions and raises objections, while Thrasymachus keeps urging that in fact the just become through their very justice the victims of exploitation–the suckers!

It is commonly assumed that personalization technologies used by Google for the purpose of tailoring search results for individual users create filter bubbles, which reinforce users’ political views. Surprisingly, empirical evidence for a personalization-induced filter bubble has not been forthcoming. Here, we investigate whether filter bubbles may result instead from a searcher’s choice of search queries. In the first experiment, participants rated the left-right leaning of 48 queries (search strings), 6 for each of 8 topics (abortion, benefits, climate change, sex (...) equality, immigration, nuclear family, Islam, and taxation). An independent sample of participants were then asked to select one of these queries for each of the 8 topics. With the exception of the topic of Islam, participants were significantly more likely to select a query corresponding to their own political leaning, compared to other queries, explaining between 12% and 39% of the variance. A second experiment investigated the effect of the political leaning of the same queries on the overall political leaning of Search Engine Result Pages (SERPs) in Google Search. The top six results of each SERP were rated collectively by a third group of participants, explaining 36.3% of the variance across all 48 search terms (p < .00001). That is, (1) participants in our experiments tended to select own-side search queries, and (2) using those queries tended to yield own-side search results when using the Google search engine. Our results are consistent with the notion of a self-imposed filter bubble in which query selection plays a salient role. (shrink)
